Cuando decimos sugerir es porque una sugerencia no es explicita, en el caso de Hobbes, la soberanía era transferida por todos y cada uno a través de pacto a una persona artificial llamada Estado, el cual sería el representante de todos y cada uno de los que lo habían suscrito, quienes habían cedido a este sus derechos naturales (el derecho de hacer todo lo que esté a su alcance para preservar la vida, la cual en estado de naturaleza es pobre, fea, cruel, y corta, es una guerra de todos contra todos), con el fin de conseguir la paz de mantenerla para poder vivir con comodidad.
A diferencia de Bodin donde la tiranía es una forma de gobierno detestable, para Hobbes estas formas de gobierno puras e impuras no existen, pues es el hombre el que le da connotación a la forma de gobierno cuando le es desagradable, por eso al Monarca se le puede decir tirano cuando no está de acuerdo con su forma de gobernar, pero dice Hobbes que esto es irrelevante, no existen por tanto formas puras o impuras. Sencillamente te suscribes y traspasas tu soberanía a través del pacto al soberano, quien tiene el deber de dar paz y seguridad a sus súbditos.
Cuando Hobbes sugiere que la palabra tiranía significa ni más ni menos, la palabra soberanía, es porque está dejando implícito que sobre el soberano no hay poder superior en la tierra y que tanto si se le denomina Monarca o se le denomina Tirano, va a depender de quienes lo repudien o acepten, no de la investidura que les de la soberanía. La Monarquía era la forma perfecta de gobierno para Hobbes, pues cuando el poder soberano se encuentra en un solo hombre no incurre en los vicios de la democracia o de la Aristocracia, vicios que pueden llegar a la disolución del Pacto y si cuando habla de Monarquía o de Tiranía, no encuentra distinción alguna, pues para él es una forma de gobierno, podemos entender que la palabra Tiranía significa soberanía, pues en el Tirano o en el Monarca ha recaído la soberanía que fue transferida a través del pacto civil por todos y cada uno de los individuos que estaban en el estado de naturaleza, para que éste, el Estado, persona artificial a través del soberanía les proporcionará seguridad y paz conjuntamente con la comodidad necesaria para llevar una vida tranquila y cómoda.
Hobbes es el padre de la Monarquía Absoluta y de la Teoría Absolutista.

When Hobbes suggests that the word tyranny means neither more nor less, the word sovereignty is because it is implying that there is no superior power on earth over the sovereign and that whether it is called Monarch or is called Tyrant, it will depend of those who repudiate or accept it, not of the investiture that gives them sovereignty.
The Monarchy was the perfect form of government for Hobbes, because when the sovereign power is in one man does not incur the vices of democracy or the Aristocracy, vices that may lead to the dissolution of the Covenant and if when talking about Monarchy or of Tyranny, does not find any distinction, because for him it is a form of government, we can understand that the word Tyranny means sovereignty, because in the Tyrant or in the Monarch the sovereignty has fallen that was transferred through the civil pact by all and each of the individuals who were in the state of nature, so that this, the State, artificial person through sovereignty will provide security and peace together with the comfort necessary to lead a quiet and comfortable life.
